The best time to call a lead in the UAE

What lead-response research says about the best days and hours to call, and how to apply it inside the UAE’s 9 AM to 6 PM telemarketing window.

Key takeaways

  • In the MIT lead study, 4–6 PM was the best window to reach leads and 8–9 AM was strong for qualifying them. Wednesday and Thursday beat Monday.
  • UAE rules allow marketing calls only from 9 AM to 6 PM, so the late-afternoon window is your most valuable calling time.
  • The best time to call a new lead is still the minute it arrives. Timing research matters most for follow-ups, not first contact.
  • Use WhatsApp and inbound answering for evenings, when many UAE customers browse and enquire.

"When is the best time to call?" is one of the first questions every new salesperson asks me. It sounds like a scheduling question, but the honest answer has two parts. For a fresh lead, the best time is right now. For everything after that first attempt, timing really does change your results, and in the UAE the law now draws the lines for you.

What the research found about days and hours

The Lead Response Management study led by Dr. James Oldroyd at MIT, with InsideSales.com, looked at more than 100,000 call attempts across six companies.[1] Alongside its famous finding about the first five minutes, it measured which hours and days worked best.

4–6 PM
The best hours to reach a lead: 114% better than late morningJames Oldroyd (MIT Sloan) & InsideSales.com, 2007
  • Best hours to make contact: 4 PM to 6 PM, which was 114% better than 11 AM to 12 PM.
  • Best hours to qualify a lead: 8 AM to 9 AM and 4 PM to 5 PM. The early slot beat 1 PM to 2 PM by 164%.
  • Best days: Wednesday and Thursday for contact, Wednesday for qualification. Monday performed poorly across the board.

Gong’s analysis of cold calls also points to Wednesday and Thursday as strong days, citing the same InsideSales data.[3]

Take these numbers as direction, not gospel. The data is American and pre-dates WhatsApp. But the logic carries over: people are easier to reach at the edges of their working day, when meetings have ended and they are checking their phone before the commute.

The UAE calling window changes the playbook

Since August 2024, Cabinet Resolution No. 56 of 2024 has set clear limits on marketing calls from UAE companies.[2]

RuleWhat it means for your schedule
Calls only between 9 AM and 6 PMThe research’s "8–9 AM" slot is not available. Your strongest legal window is roughly 3 PM to 6 PM.
One call per day per personYou cannot "try again in an hour" if the first call is not answered.
Unanswered calls at most twice a weekEvery attempt is precious. Spread them across different days and times.
No call after a customer declinesLog every "no" immediately and stop.

Put the research and the rules together and a clear pattern appears. The last three hours of the legal window are prime time. If your team spends 3 PM to 6 PM in internal meetings, you are wasting the most valuable calling hours of the week.

A calling schedule I would use in Dubai

For new leads: call within minutes, inside the window

If a lead arrives at 11:20 AM on a Tuesday, the right time to call is 11:21 AM. Do not hold it for the "best hour". The decay in interest is far stronger than any time-of-day effect.

For leads that arrive after 6 PM

You cannot place a marketing call at 8 PM, but you can do two things:

  1. Reply instantly on WhatsApp. The customer contacted you, so a reply to their enquiry is service, not telemarketing. Confirm you received it, answer the basic question, and offer a call slot the next day.
  2. Answer if they call you. Many evening leads will ring your number. If it goes to voicemail, you have lost the easiest conversation of the week. An after-hours AI agent can answer, qualify and book the callback.

Then make your first outbound call at 9:05 AM, before the lead has spoken to anyone else.

For follow-ups: rotate the time slot

If a call goes unanswered on Monday at 10 AM, the next attempt should not be Tuesday at 10 AM. Move it to the late afternoon, ideally on a Wednesday or Thursday. You only have two unanswered attempts a week, so place them where the research says people pick up.

What about Friday and the weekend?

Most private-sector companies in the UAE now work Monday to Friday, with many finishing early on Friday. Treat Friday as a lighter calling day, keep it for confirmations and warm follow-ups, and avoid cold first calls around prayer times. Saturday and Sunday are still within the legal 9 AM to 6 PM window for many sectors, but customers are often with family. Test it with your own data before you staff for it.

Let your own data decide

The research gives you a starting point. Your CRM gives you the answer for your market. After a month, run a simple report: contact rate by hour of day and day of week. Most teams find two or three hours that consistently outperform. Move your best people to those hours and let automation handle the rest.

This is where an outbound AI calling agent helps. It can place every first call within seconds, schedule follow-ups in the best-performing slots, stay inside the 9-to-6 window and the twice-a-week limit automatically, and hand warm conversations to your team.

Call every lead at the right moment, inside UAE rules, automatically.

See how it works

The short version

  • First call: immediately, within the 9 AM to 6 PM window.
  • Evening leads: WhatsApp reply in minutes, call at 9 AM.
  • Follow-ups: late afternoon, midweek, never the same slot twice.
  • Measure contact rate by hour and adjust every month.

Frequently asked questions

In MIT’s lead study, 4 PM to 6 PM was best for reaching people and 8 AM to 9 AM was strong for qualifying them. In the UAE, marketing calls are only allowed from 9 AM to 6 PM, so late afternoon is usually the strongest legal slot.
